To download MATR and play it offline (without a browser), you need a Java runtime engine. These are not included with browsers, which can only run online applets. (In general).
You also need to know how to start a Java application with the runtime engine. I won't be able to help you on this, so read the documentation that comes with the engine.
Places to look for the runtime engine (also referred to loosely as JRE, JVM, or JDK) include http://www.apple.com/java/ and http://www.java.sun.com/products/jdk/.
You also need to download MATR, which exists in a group of Java ".class" files. The easy way (if you have the tools) is to grab this zipped tar file: classes.tar.gz. Run gunzip, then tar xvf, and you'll have all the class files you need.
If you're not familiar with gunzip or tar, or they're not available, the next way is foolproof but requires more effort: download each of the files below to your hard drive.
Once you have all the files, tell your Java setup to run the class Empire. This should pop up a fat green toolbar with a "Create" button. Press Create and you're on your own!
